Oceans 23 stretches along the Caribbean coast of Belize, in the southern Toledo region, immediately adjacent to Caribeville. This portion of the Belizean coastline borders the Caribbean Sea, characterized by shallow turquoise waters and a humid tropical climate. The shore is part of a succession of small resort beaches and coastal resorts, typical of this area where beach tourism has developed progressively since the 1990s. The hinterland remains covered by mangroves and dense vegetation, forming a natural barrier between the ocean and the interior. The site functions as a resort beach, integrated into a private tourist complex. Unlike Captain Morgan's Retreat Resort, located just 100 meters away, or Clear Water Belize, 1 kilometer away, Oceans 23 offers a more secluded atmosphere, although still geared towards welcoming visitors. Access remains reserved for resort guests, which limits visitor numbers and preserves a certain tranquility. The sand and swimming conditions reflect Caribbean standards: warm water, shallow initial depth, and moderate wave exposure. The site does not have Blue Flag status and benefits from no official supervision. Access for people with reduced mobility is not adapted. Visitor numbers remain confined to residents and guests of the hotel complex, which considerably simplifies the experience for those staying there.
The name 'Oceans 23' reflects the commercial nomenclature of contemporary Belizean resorts, favoring English clarity over poetic evocation. This stretch of coastline, long dominated by logging and coastal farming, shifted towards tourism starting in the 1980s. The Toledo region, historically less developed than northern Belize, remains characterized by a significant presence of Garifuna and Maya communities, whose cultural heritage still permeates the nearby coastal villages. Resorts like Oceans 23 embody Belize's economic diversification strategy, gradually transforming rural areas into destinations managed by private operators.
